A banned User has almost no more scope for using the application than if they had not registered. They can only browse public shares, and also what has been shared for them (unlike unregistered Users who cannot receive shares for themselves, as they have no identity).
When the administrator enters the administration area for Users who have already been banned, there are only two choices left.
Of course, these two choices are very important and the administrator must be very careful.
